A system and a method for restructuring web cam based images, and an apparatus applied to the same are provided to induce an interest in an internet-based application content service by converting a facial image into a character. When an image processing menu is set up, a first sub-image processor(141) formulates an facial image by performing the recognition of a face for a capture image and converts the facial image into a three-dimensional image. A second sub image processor(142) substitutes an facial image into one character among the preset characters. A third sub image processor(143) combines an accessory with the converted facial image.
