A composite insulation panel for construction comprises an exterior member(30) composed of an oriented strand board(OSB) or a steel sheet, an inorganic fiber based insulating material(32) piled without a cut surface to be corresponded to the inner area of the exterior member, many studs(36) arranged at regular intervals along the longitudinal direction of the inner side of the exterior member and coupled to the exterior member fitted with the insulating material by many fastening screws(34), and an interior member(38) made of an OSB board or a gypsum board and coupled to the studs by many fastening screws to be parallel to the exterior member and to cover the inserted insulating material, wherein the insulating material is coupled partially when many studs are coupled to the exterior member, and the circumference of the insulating material is depressed and compressed in the U-shape by the pressing force of the stud to form a spare space(L3) to penetrate a heat insulating air layer and an electric wire, etc. when the studs are coupled to the exterior member.
