An apparatus and a method for recycling jelly-chargeable communications lines are provided to recycle jelly-chargeable communications lines in an environment-friendly way by the heat and physical method. A foreign substance remover(135) is equipped with a contact blade(130), a pipe line(140) and an electric heater(150). The foreign substance remover is positioned on a first heating roller(110) and a second heating roller(120) respectively. The contact blade is contacted with the outer circumference of the second heating roller. The contact blade is formed in the same length as a central axis of the rotation(125). A collection tank is located on the end part of the pipe line. An electric heater is positioned on the outside of the pipe line.
