PROBLEM TO BE SOLVED: To provide an oil-in-water type emulsion cosmetic excellent in stability, without having stickiness and having a refreshing feeling and a good use feeling. SOLUTION: This oil-in-water type emulsion cosmetic is provided by containing the following components (A), (B), (C) and (D): wherein, (A) is (A1) a polymeric emulsifier containing (a) a hydrophilic constituting unit having a neutralizable functional group, (b) a nonionic hydrophilic constituting unit and (c) a hydrophobic constituting unit, or (A2) a polymeric emulsifier containing (b) the nonionic hydrophilic constituting unit and (c) the hydrophobic constituting unit, (B) is a non-ionic surfactant having a≤2,100 average molecular weight, (C) is an oily component and (D) is water.
