PROBLEM TO BE SOLVED: To provide a route searching device, a route searching method, and a route searching program capable of presenting a better route by revising to prevent contradiction of external information with information set by a user, and by effectively utilizing both of the external information and information set by the user. SOLUTION: The route searching device is preferably applied to, for example, an on-board navigation system. Specifically, the route searching device memorizes costs assigned to a link, and comprises a user-set information inputting means and an external information acquiring means, to thereby memorize the user-set information and external information. The route searching device revises at least one of the external information and the user-set information to prevent contradiction of the external information with the user-set information, corresponding to the same link, and corrects the costs based on the revised user-set information and external information. The route searching device searches a route to a destination based on the corrected costs, thus causing no contradiction of the external information with the user-set information, to present a better route utilizing both of them.
