PROBLEM TO BE SOLVED: To solve the problem that access is temporarily centralized on a Web server in the mechanism of a Web system for distributing feed information, and for promoting a user to browse a Web content. SOLUTION: A relay server for relaying a Web server and a group configured of a plurality of clients is configured to receive meta information such as feed information distributed from the Web server, and to convert location information showing the location of the Web content included in the meta information into location information showing a content cache server belonging to the group, and to distribute it to the clients in the group, and to make the content cache server belonging to the group cache the Web content included in the meta information.
