PROBLEM TO BE SOLVED: To provide a highly damping rubber composition which is excellent in the processability of an unvulcanizate and is small in the temperature dependence of the elastic modulus and besides is excellent in the damping capacity. SOLUTION: The highly damping rubber composition comprises 100 part by mass of a rubber as the base rubber with no polar group, 80-180 parts by mass of a silica and 3-50 parts by mass of a damping imparting agent having two or more polar groups, and is characterized in that the above damping imparting agent comprises one or more kinds of compounds selected from the group consisting of a rosin derivative having two or more hydroxy groups, a xylene resin and a phenol-based antioxidant having two or more hydroxy groups.
