PROBLEM TO BE SOLVED: To provide a surface treatment agent capable of forming a film bakable at low baking temperature and having excellent corrosion resistance on the surface of a galvanized steel sheet even after degreasing without using a chromium compound, and further capable of imparting excellent die galling resistance to the galvanized steel sheet, and further capable of suppressing the corrosion of a coating roll, and to provide a steel sheet surface-treated with the surface treatment agent. SOLUTION: Disclosed is a surface treatment agent used for surface treating a galvanized steel sheet. The surface treatment agent comprises: a water soluble polyvalent metal phosphate compound; at least either hexafluorotitanic acid or a hexafluorotitanate; a vanadium compound; acetylene alcohol; and a chelating agent.
