PROBLEM TO BE SOLVED: To obtain a crime prevention device and crime prevention program which can more efficiently prevent crimes. SOLUTION: Locations of those who exist in a monitor target area 60 is detected by predetermined time interval based on image information obtained by a camera 40 which obtains image information of a monitor target area 60 in real time by photographing the area 60. It is specified which of the detected person is a guard, a guarded person, or a unspecified person by using an IC tag 90 and an antenna. A first distance which is a distance between the guard and the guarded person, and a second distance which is a distance between the unspecified person and guarded person is derived based on the specification results and the locations of persons who are detected. A criminal risk value which indicates a level of criminal risk to the guarded person by the unspecified person is calculated based on the ratio of the first distance and the second distance, and a predefined process to prevent the crime is performed by using the calculated criminal risk value.
