PROBLEM TO BE SOLVED: To convert a high-voltage output current supplied from a power supply into irregularly fluctuating weak current by a simple constitution without using a semiconductor device or the like. SOLUTION: A carbon brush 3 and a counter electrode plate 4 are disposed in a case 2 with a clearance A formed therebetween and a storage space B including the clearance A is filled with ceramic powder 8. The carbon brush 3 is connected to a power supply circuit or the like via an input-side lead 5, while the counter electrode plate 4 is connected to a load side via output-side lead 7. While a high voltage is applied from the supply circuit or the like, the clearance A filled with the ceramic powder 8 is repeatedly discharged to convert the high-voltage output current into an irregularly fluctuating weak current and output it from the output-side lead 7.
