PROBLEM TO BE SOLVED: To provide a radio network control device and a radio network capable of surely avoiding failures in handover which originally ought to succeed, by easily performing the handover of restraining wastefulness of radio resources. SOLUTION: This radio network control device has a handover control part 110 for receiving a handover request issued by a mobile communication terminal 300 for recognizing its necessity, when requiring communication with the other base station 200 when the mobile communication terminal 300 communicating with one base station 200 moves among a plurality of base stations 200; a traffic quantity confirming part 141 confirming a traffic quantity of radiocommunication in its reception; an optimal rate acquiring part 142 for acquiring a communication rate corresponding to its traffic quantity, and a radio channel managing part 130 for requiring the communication with the mobile communication terminal 300, by using the radio channel of its communication rate to the other base station 200.
