PROBLEM TO BE SOLVED: To accelerate raising of a floor temperature of a plurality of floor heating panels disposed in two areas. SOLUTION: The floor heating device is equipped with a floor heating panel 2a disposed in area I, and floor heating panels 2b to 2d disposed in area II. When floor heating operation starts in at least one of the area I and the area II, the return water temperature of a floor heating system is controlled based on a rapid warm-up target water temperature. Further, when floor heating operations in the area I and the area II are simultaneously performed, intermittent control of a temperature adjusting water amount supplied to the floor heating panels 2b to 2d is started after a predetermined time Ta has passed from the start of floor heating operations in the two areas I, II, and after a predetermined time TL has passed from the point where the return water temperature of the floor heating system has reached a low temperature side target water temperature DL.
