The convenience in issuing a testing order when additional testing is required is improved. A testing order generator, when receiving an HL-7 report object from a report generating server (step S31; YES), analyzes the HL-7 report object (step S32) and judges whether or not information on the testing order is included in X-ray interpretation report information (step S33). If the testing order information is included in the X-ray interpretation report information (step S33; YES), the testing order generator extracts the testing order information from the X-ray interpretation report information (step S34) and generates a testing order message on the basis of the extracted testing order information, or the like (step S35). The testing order generator then transmits the generated testing order message to an information management device of the corresponding testing department system (step S36).
