<P>PROBLEM TO BE SOLVED: To sort packets to each radio system according to QoS in communication environment using a plurality of different radio systems such as cognitive radio. <P>SOLUTION: A radio monitoring part 26 monitors the communication state of transmitting parts 11-1 to 11-3. A score calculation part 25 determines a packet to be transmitted next on the basis of QoS information included in the packets.
