PROBLEM TO BE SOLVED: To provide a low-hardness conductive rubber member having excellent stain resistance and causing no filming. SOLUTION: The conductive rubber member is provided with a conductive elastic layer 12, wherein conductivity is given to a rubber base material including silicone rubber, and a surface treated layer 12a on the surface part of the conductive elastic layer. The surface treated layer 12a is formed by impregnating the surface part with a surface treatment liquid comprising an isocyanate compound and a coupling agent reacting with the isocyanate compound.
