PROBLEM TO BE SOLVED: To provide a radio communication system reducing power consumption of a radio communication mobile station while ensuring a transmission efficiency of user data. SOLUTION: An airframe AF1 is constituted of assignment group information AG disposed in the head and transmission real data TRD1. The transmission read data TRD1 are constituted of time slots TS1-TSn. Each of time slots TSi (i=1 to n) stores therein group assignment transmission data that are transmission data defining a radio communication mobile station 2 assigned to a group that is a transmission target, among the predetermined number of groups, as a transmission target. The assignment group information AG is constituted of time slot assignment group information AGT1-AGTn corresponding to the time slots TS1-TSn in the transmission real data TRD1. Each of time slot assignment group information AGTi indicates a group that is a target which the group assignment transmission data stored in the time slot TSi are transmitted to.
