FUEL CELL APPARATUS, AND DEVICE AND METHOD FOR START DECISION

PROBLEM TO BE SOLVED: To provide a fuel cell apparatus and a device and a method for start decision, capable of preventing deterioration in fuel efficiency more accurately compared to conventional technologies.

SOLUTION: The fuel cell apparatus controlling the start of a fuel cell 11 stopping power generation includes: chargeable amount calculating means (S12) that calculates the chargeable amount of a battery 12 charging the generated power of the fuel cell; demand output energy calculating means (S13) that calculates output energy demanded for the fuel cell based on the calculated chargeable amount; energy efficiency calculating means (S16) that calculates an energy efficiency which is a ratio between demand output energy and energy to be charged for the fuel cell stopping power generation to obtain the demand output energy; and start-up control means (S17 and S18) that starts the fuel cell when the energy efficiency is higher than a reference value but starts no fuel cell when the energy efficiency is lower.
