PROBLEM TO BE SOLVED: To provide an image forming apparatus which secures sufficient safety of a plate and makes a security level higher. SOLUTION: The image forming apparatus 100 includes a first image forming part 69 forming an image on paper P by using a plate 70 made based on the image of an original, and a second image forming part 16 forming an image on paper by an inkjet system based on the image of the original, wherein the image of the original is image-processed and made first image data and second image data which can not be read singly. Then, the plate is made on the basis of the first image data, the image is formed on the paper by the first image forming part by using the plate, and an inkjet image is formed on the paper on which the image has been formed by the first image forming part by the second image forming part on the basis of the second image data in the same stage as an image forming stage by the first image forming part.
