PROBLEM TO BE SOLVED: To continuously keep on detecting a suspicious person, and to provide information allowing specification of the suspicious person. SOLUTION: This monitor 10a monitoring an object present inside a detection area has: a detection part 1 detecting that the object is present inside the detection area; an authentication information acquisition part 2 acquiring authentication information possessed by the detected object; a registration authentication information storage part 41 storing registration authentication information recognized that it is present inside the detection area; a decision part 31 acquiring the number of already registered authentications and the number of unregistered authentications based on the authentication information and the registration authentication information, setting a caution mode when the number of the already registered authentications is zero when the detection part 1 detects the presence of the object, and deciding an suspicious object based on the number of the already registered authentications, the number of the unregistered authentications, and the caution mode; and an alarm/notification part 5 notifying an alarm based on a decision result.
