PROBLEM TO BE SOLVED: To provide a torque increasing device which can generate large torque by a simple structure to temporarily increase the torque when a casing is rotated by a motor of a propeller, in order to re-start propulsion of the casing after termination of the propulsion. SOLUTION: The torque increasing device is formed of: a wire drum 34 detachably attached to a joint at a rear edge of the casing 12 extending rearward from the propeller; a first wire rope 44 wound on the wire drum 34 in the same direction as a rotating direction of the casing 12; a second wire rope 45 wound on the wire drum 34 in a direction opposite to the winding direction of the first wire rope 44; a fixed pulley 38 having the second wire rope 45 wound thereon, and fixed to the ground in order to change the direction of the second wire rope 45; and a running block 36 having a free end of the first wire rope 44 and a free end of the second wire rope 45 connected thereto, and pulled by a winding-up device.
