PROBLEM TO BE SOLVED: To allow one to acquire image data of a proper brightness level and to accurately detect harmful flaws, when a flaw is detected based on image data that the surface of a band form, such as, steel of which the surface texture varies as its location varies. SOLUTION: An imaging section 4 collects image data by taking an image on an irradiation portion of a band form surface at a preset imaging parameter value. A specified region image brightness calculating section 7 detects a brightness value, in a region preset for each frame of the image data. An image brightness determining section 8 determines whether a brightness value detected in a specified region lies within a preset brightness range. An imaging parameter setting section 9 maintains the predetermined imaging parameter or modifies it to set, based on the determination results of the image brightness determining section 8.
