The device (1) has torsion-based ring-shaped elements (4, 5) i.e. coils, arranged coaxial to a rotation axis (R) of connection elements (2, 3). The ring-shaped elements are connected with the connection elements via coupling elements (6, 7). An operating unit (8) has operating elements (10, 11) that are coupled with the connection elements and movable in an axial direction relative to each other. The coupling elements are formed by the operating elements. The operating unit has a device (9) for converting turning movement into axial movement in a circumferential direction. An independent claim is also included for a power transmission device.
