PROBLEM TO BE SOLVED: To provide a refractory covering material like a laminare sheet, capable of becoming a sufficiently thin layer and excellent in workability, and a manufacturing method therefor. SOLUTION: A sheet material is formed from a solution in which an inorganic fiber material and an expandable material as main components are mixed together, and pressed to be formed like the thin layer sheet. After the sheet material is formed like the thin layer sheet by press working or when the sheet material is pressed, a finishing material can also be integrally superposed on the surface of the sheet material.
