PROBLEM TO BE SOLVED: To provide a starter 1 which can switch moderating ratios by using a simple drive means, can secure good engine startability at a low temperature, and can shorten the starting time at a normal temperature. SOLUTION: The starter 1 comprises a moderating ratio switching means which switches the first moderating ratio being a low moderating ratio, and the second moderating ratio being a high moderating ratio. The moderating ratio switching means comprises a gear switching member 34 which is mechanically engaged with one of two internal gears 25, 29 used for two sets of final reduction gears, and regulates the rotation of the one internal gear, and the drive means which drives the gear switching member 34 to the axial direction. The drive means is constituted of a first spring 36 composed of a shape memory alloy, and a second spring 37 composed of a normal spring material, and can drive the gear switching member 34 to the axial direction by using a load difference between both the springs 36, 37 generated according to a change of an atmospheric temperature.
