PROBLEM TO BE SOLVED: To provide a dispersion type EL element of high brightness, with dielectric breakage hardly occurring, reduction in thickness being possible, of which manufacturing process is simple. SOLUTION: The composition for a light-emitting layer, being used for forming a light-emitting layer of the dispersion type EL element, is characterized by containing resin component and phosphor powder having a local emission center, having a withstand voltage 0.15 MV/cm or higher. The dispersion type EL element comprises the composition for a light-emitting layer, a transparent conductive layer, the light-emitting layer, a dielectric layer, and a rear side electrode.
