PROBLEM TO BE SOLVED: To provide a lightweight cement panel lightweight, high in strength with excellent durability, causing neither strength degradation nor deformation by water absorption and atmospheric temperature variation, excelling in workability of nailing or the like and usable for a concrete form and a building floor, wall, ceiling or the like. SOLUTION: The panel 1E is lightweight with specific gravity of 0.5-2.0, wherein the side end faces of a panel body 2 formed of lightweight cement are covered with side part foam layers 4 formed of foam synthetic resin, and the surface of the panel body 2 is covered with a surface resin layer 4A in which a surface reinforcing sheet 13 is embedded. The panel 1E has high toughness, excels in impact resistance by the side part foam layer 4, has excellent appearance and high strength by the surface reinforcing sheet 13 and the surface resin layer 4A, is suitable for use as a building material such as a wall material, a floor material, a ceiling material of a building as a substitute of plywood, and has excellent mold release property when used as a sheathing board of a concrete form.
