PROBLEM TO BE SOLVED: To faithfully generate, with high reproducibility, a back-EMF surge which is generated by inductive elements. SOLUTION: The back-EMF surge generator includes a first switching means S1 provided on a first path through which power is supplied from a DC power source 102 to an inductive element L1, a second switching means S2 provided on a second path through which power is supplied from the DC power source to the inductive element through a current limiting resistor R1, a first current detector i1 provided on the second path, a third switching means S3 which is provided between the first and second paths and the inductive element to cut the supply of power from the DC power source to the inductive element, and a control device 103 which drives the second switching means as a current source, using a ramp wave voltage from a ramp wave generator and a detection voltage from the first current detector, after turning off the first switching means, and then turns off the third switching means.
