PROBLEM TO BE SOLVED: To provide a surface treated steel plate having excellent corrosion resistance, deep drawing workability and coating property. SOLUTION: The surface treated metallic plate has a resin coating film on the surface of the metallic plate, wherein the resin coating film is formed from a resin coating film forming composition containing 30-50 pts.mass acrylic urethane based resin, 50-70 pts.mass silica particles having 4-20 nm average particle diameter to become 100 pts.mass in total of both acrylic urethane based resin and the silica particles, and further containing 5-25 pts.mass silane coupling agent based on 100 pts.mass in total of the acrylic urethane based resin and the silica particles.
