PROBLEM TO BE SOLVED: To provide an image processing apparatus which more accurately generates a character row rectangle from an image including complicated and various backgrounds and also more accurately specifies the character row rectangle, to provide a character region recognition method using the image processing apparatus, and to provide a character region recognition program. SOLUTION: The image processing apparatus includes: a generation means 11 which generates a binary image on the basis of an image; a first extraction means 12 for extracting a marginal region and other non-marginal region from the binary image; an expansion means 13 which performs expansion within the non-marginal region to generate at least one first row rectangle; a determination means 14 for determining a character row direction of the binary image based on the shape of the first row rectangle; a first connection means 17 which connects the first row rectangles with each other in the character row direction determined by the determination means to generate a second row rectangle; and a first specification means 18 for specifying a character region based on the region, corresponding to the second row rectangle, in the binary image.
