PROBLEM TO BE SOLVED: To obtain an appropriate modulation accuracy without increasing power consumption and to suppress the distortion of a transmission signal appropriately. SOLUTION: A distortion compensation processing means 1 applies distortion compensation to the transmission signal. An amplification means 2 amplifies the transmission signal to which distortion compensation processing is applied by the distortion compensation means 1. A frequency component calculation means 3 calculates the power of frequency components of the transmission signal amplified by the amplification means 2. A peak suppression means 4 suppresses the peak value of the transmission signal input to the distortion compensation processing means 1 in accordance with the power of the frequency components calculated by the frequency component calculation means 3.
