PROBLEM TO BE SOLVED: To provide an ion generating element, an ion generator, and a method for manufacturing the ion generator for simplifying complex manufacturing processes and suppressing rise of manufacturing cost of components. SOLUTION: The ion generating element 1 includes ion generating parts 1a, 1d, 1c, and is made in a plate shape with a circuit connection terminals 1g, 1h fitted on its rear face. The ion generating element 1 includes one or more of through-holes 1f penetrating its surface and rear face. By the through-hole 1f, when resin for insulation required between the ion generating element 1 and a printed circuit board is poured, air is pushed out from the through-hole 1f during a process permeating the resin, thus air bubbles are hardly generated between the ion generating element and a printed circuit board, therefore, the resin for insulation is efficiently poured, as well as rise of manufacturing cost of components is suppressed.
