PROBLEM TO BE SOLVED: To provide filtering processing having a function of reducing a load on setting processing and learning to efficiently raise processing accuracy. SOLUTION: A filtering device 200 calculates, by using a first filter, output probabilities in data 301 to be processed concerning respective elements constituting the data 301 to be processed, so as to perform discretization into valid values/invalid values, based on the output probabilities. Then, by using a second filter, the device 200 adds the elements discretized into the valid values/invalid values by the first filter to the elements constituting the data to be processed, calculates the output probabilities of the respective elements including the added elements, and discretizes the respective elements into the valid values/invalid values, based on the calculated output probabilities.
