PROBLEM TO BE SOLVED: To provide a file management system for preventing the deletion of the information or the like of an original file by determining the risk when performing an operation to a master file. SOLUTION: The file management system comprises: an operation log information acquisition unit for acquiring the operation log information of a client terminal; an operation log information storage unit for storing the operation log information of the client terminal; an operation detection unit for detecting a prescribed operation to the master file in the client terminal; a determination unit for determining the risk of the master file by the operation using the operation log information stored in the operation log information storage unit when it is detected that the prescribed operation is performed; and a control instruction unit for instructing prescribed control corresponding to a determined result.
