Provided are an apparatus and a manufacturing method, in which a synthetic resin having an adhesiveness to be applied is homogeneous in thickness, which can laminate two fabrics in high positioning precision and which are suited for manufacturing an airbag member. The laminating apparatus comprises at least two suction beds for sucking and fixing fabrics, and application means for applying an adhesive synthetic resin to at least one of the fabrics sucked and fixed on the suction beds. The apparatus is constituted such that the suction beds have suction ports having communications from the surfaces thereof to the inside, and such that the number of the suction ports is a number of 100/m2 or more, and the suction ports have a spacing of 2 cm or more, a total area of 20 % or less of the surface area of the suction face having the suction ports, and a diameter of 1 to 5 mm.
