PROBLEM TO BE SOLVED: To provide a water-in-oil type solid emulsion cosmetic having light spread in application, a fresh and youthful touch and excellent make-up lasting quality. SOLUTION: The water-in-oil type solid emulsion cosmetic includes powder dispersed in an inner water phase, a powder dispersant for stably dispersing the powder into the water phase and a wax and/or gelling agent for solidifying an outer oil phase. The method for producing the water-in-oil type solid emulsion cosmetic includes (A) a process of mixing the water-phase component with the powder and the powder dispersant and (B) a process, after the process (A), of emulsifying the water-phase component and the oil-phase component added with the wax and/or gelling agent.
