A reception section (28) receives the handover request from a terminal. A handover processing section (30) executes a handover processing to the terminal the request of which has been received. A radio section (20) executes communication with the terminal to which the handover processing has been executed. The reception section (28) receives information on the base station device of the handover source with the request. A generating section (32) generates the database of information on the peripheral base station devices on the basis of the received information. The radio section (20) transmits the generated database to the terminal which is executing the communication.
