PROBLEM TO BE SOLVED: To provide a membrane electrode assembly for fuel cell improved in power generation efficiency and a fuel cell using the same.

SOLUTION: This is a catalyst layer for fuel cell and is composed of a polymer electrolyte and a catalyst structure having a dendrite profile, and the catalyst structure having dendrite profile consists of platinum and a metal other than platinum. The platinum composition ratio of the surface in the catalyst structure having dendrite profile is higher than the platinum composition ratio of the whole catalyst structure having dendrite profile.
