<P>PROBLEM TO BE SOLVED: To allow hydrolysis treatment of an electrolyte precursor resin to be performed in a short time even when a high water repellent member exists, in a method of manufacturing a fuel cell equipped with an electrolyte membrane or a membrane electrode assembly using the electrolyte precursor resin that exhibits proton conductivity by the hydrolysis treatment. <P>SOLUTION: For example, an alkali metal hydroxide 17 is preliminarily mixed with the electrolyte precursor resin for forming the electrolyte membrane 1a of the membrane electrode assembly 4a, or arranged on the coated electrolyte precursor resin. In such a state, superheated stream is supplied to a gas flow passage 5 of a separator 6. Heated steam which is a gas body reaches a membrane electrode assembly precursor 4 after easily passing through a diffusion layer 3 having water-repellency and locally forms a high-temperature and high-concentration alkaline aqueous solution by being condensed in the membrane electrode assembly precursor 4.
