PROBLEM TO BE SOLVED: To provide a method of manufacturing a panel for displaying information capable of stabilizing the removal amount of the surplus particles by intervening a pressure distributing member between a stage and a substrate while always maintaining the pressure impressed on the roller, and a device for removing the surplus particles to be used for the implementation. SOLUTION: When manufacturing the panel for information display for displaying the information by moving display mediums by enclosing a particle group including particles having optical reflectance and electrification property as the display medium 15 in cells formed by partitions 14 between a substrate 12 and another substrate and imparting an electric field to the display medium 15, using a surplus particle removing device provided with a roller 16 which is arranged to be in contact with the upper part of the partition of the substrate 12 mounted on the stage 11, performing the process for removing the surplus particles 15 on the partition. A surplus particle removing process is performed, by providing a sheet 13 between the stage 11 and the substrate 12, while keeping the pressure on the roller 16 always constant and stabilizing the removing amount of the surplus particles.
