PROBLEM TO BE SOLVED: To restrain a shift shock when switched to a down-shift in an up-shift. SOLUTION: This invention is a shift controller of a continuously variable transmission for controlling the actual gear ratio so as to coincide with the target gear ratio calculated based on the arrival gear ratio, by continuously setting the arrival gear ratio in response to an operation condition, and calculates a deviation between the arrival gear ratio and the target gear ratio, and calculates a difference between the arrival gear ratio and the actual hear ratio (S1), and determines a shift form from the difference (S3), and calculates a time constant based on the deviation (S8) so as to become large when the shift form is the up-shift and become small in the down-shift. A filter is constituted by using the time constant. The target gear ratio is calculated with the arrival gear ratio as input of its filter. Whether or not the shift form is switched to the down-shift in the up-shift is determined (S6), and when switched to the down-shift in the up-shift, a sudden change to a time constant in the down-shift from a time constant in the up-shift is prevented (S8).
