PROBLEM TO BE SOLVED: To provide technology for effecting audio communication even in a case when classification of Codec of mating is not supported in terminal device which performs audio communications. SOLUTION: In a PBX 110 which performs relay of voice data between terminals 130D-130F, which are connected to a network 150, and terminals 130A-130B, the Codec classification of voice data transmitted and received between the terminals 130D-130F and the terminals 130A-130B is changed in each packet in an IP communication device 120 in accordance with the Codec classification which is coping with the terminals 130D-130F.
