PROBLEM TO BE SOLVED: To compile configuration data as much as possible even when a resource amount of all of the components in a configuration is small or large. SOLUTION: A compiling means has a normal algorithm for allocating resources of each component to be used in a configuration to a plurality of signal processing parts with a previously assumed allocation pattern, and an optimization algorithm which is executed when compiling by the normal algorithm fails and optimizes and allocates the resources of each component to be used in the configuration to the plurality of signal processing parts.
