PROBLEM TO BE SOLVED: To provide a method for forming oxygenated hydrocarbons by directly electrochemically reducing carbon dioxide. SOLUTION: Carbon dioxide obtained as an industrial byproduct, water and an electric energy obtained from off-peak power generation in a power generation plant or the like are supplied to a reducing zone, and the carbon dioxide and water are allowed to react to form oxygen and an oxygenated hydrocarbon such as methyl alcohol, formaldehyde, formic acid, formate or the like or a mixture of the oxygenated hydrocarbons.
