PROBLEM TO BE SOLVED: To sufficiently secure the adhesion between a rubber and a core metal with which in a heat-treatment of steel-made core metal in a rubber crawler, a decarburizing treatment is ordinarily not performed, but is applied only to the extremely thin surface layer of the core metal, and a surface-treatment (shot-blast) for sticking the core metal with the rubber, is easily applied. SOLUTION: When an austenize-heating of the steel-made core metal buried in the rubber crawler is performed, a carbon potential in the heating temperature is set to 0.1 to 0.35% and the decarburized layer of 0.2-1.0 mm is formed on the surface of the core metal during heating, and after completing the heat-treatment, such decarburized layer is treated with the shot-blast treatment to form the adhesive layer with the rubber.
