PROBLEM TO BE SOLVED: To provide a high barrier film excellent in gas barrier properties in an inexpensive process and to provide a carbon film and carbon material with meso pores. SOLUTION: The high barrier films or precursor fibers for the meso pore carbon materials are obtained by treating films or fibers using a polyvinylidene chloride or a copolyvinylidene chloride as whole or a part, with a solution containing an alkaline metal hydroxide and/or an amine solution to carry out a dehydrochlorination treatment.
