A silane-containing binder dispersing liquid is provided to secure optimal gloss and haze and to show improved scratch resistance, thereby being used as a transparent lacquer for vehicles. An aqueous composition comprises hydroxyl-containing polyorganosiloxane, surface-modified inorganic particles and water. The surface-modified inorganic particle has less than 200nm of z-average molecular weight. The surface-modified inorganic particle is selected from the group consisting of elements of Group II~IV, inorganic oxides of Group I~VIII, mixed oxides, carbide, boride and nitride. The polyorganosiloxane represents the formula I. In the formula I, X is aliphatic group; R is -CH(OH)Y, wherein Y is -CH2-N(R2R3); and R1 is independently hydrogen or C1-C10 hydrocarbon radical.
