<P>PROBLEM TO BE SOLVED: To ensure security when transmitting fee-charged software information. <P>SOLUTION: After band-compression coding is given, a fee-charged content signal transmitted while giving first encryption processing and second encryption processing in order is received and recorded on a recording medium while canceling the second encryption processing and keeping the first encryption processing and when reproducing the signal as needed, the first encryption is canceled (namely fee-charged) so that only reproduced one of recorded fee-charged content signals can be fee-charged and illegal utilization of recorded fee-charged content signal can be prevented. Further, fee-charged content signals given the first encryption processing are recorded in the state of band-compression coding, so that the quantity of information of fee-charged content signals to be recorded can be reduced.
