A temporal or spatial inter-frame predictive encoding method is applied to each divided region. Here, provided is a method for generating predictive reference information as prediction information on the reference information. The reference data used when processing the already processed adjacent region adjacent to the region-to-be-processed is set as predictive reference information prediction data used for predicting the reference information on the region-to-be-processed.
