A scheduling apparatus for proportional resource allocation between MVNOs and a method thereof by classifying dedicated resource and shared resource are provided to secure proportional resource allocation according to the determined rate. A CAC(Connection Admission Control) processing unit determines the grant of the new call or the hand-off call. The dedicated resource of MVNO is assigned to a scheduler according to an MVNO(Mobile Virtual Network Operator) about a QoS(Quality of Service) traffic in consideration of the priority to accepted call. The shared resource is assigned to a base station(110) in consideration of the priority to MVNOs in which the QoS traffic which is not scheduled exists to the QoS traffic.
