Provided are an apparatus for sterilizing and reducing microorganisms in water, which is suitable for the treatment of ballast water, efficiently sterilizes and reduces microorganisms in water, and is safe and compact, and a method for sterilizing and reducing microorganisms in water using the same. An apparatus for sterilizing and reducing microorganisms in water is an electrolytic cell mountable on a joint of a water flowing pipe. The electrolytic cell comprises flanges(1), insulating packings(2), disk-shaped or polygonal plate-shaped anode electrodes(3) having a plurality of penetration holes formed therein, intermediate flanges(7), and disk-shaped or polygonal plate-shaped cathode electrodes(6) having a plurality of penetration holes formed therein. The anode and cathode electrodes are held perpendicularly to a water stream. |
